Intel is giving RosaicLabs access to Atom-class x86 core technology, Reuters reports, a rare licensing move with unclear commercial aims.

The Intel RosaicLabs x86 license gives a young chip startup access to Atom-class processor technology, according to Reuters, a rare move from a company that has spent decades keeping its CPU cores close. The deal matters because it could let RosaicLabs build custom processors around Intel general-purpose x86 cores rather than starting with Arm, RISC-V or its own design.

Reuters reported that Intel plans to provide RosaicLabs with register-transfer level code for an Atom processor core. RTL is the hardware description engineers use before a chip design becomes physical circuitry, so access to it is much more useful than a black-box IP block. It can let a customer integrate a CPU core into a custom system-on-chip and, depending on the contract, potentially alter parts of the design.

The report says RosaicLabs could build its chip through Intel Foundry or through another manufacturer. The exact Atom-class core covered by the agreement has not been disclosed, and the license terms are not public.

Why is the Intel RosaicLabs x86 license unusual?

Intel granted a number of manufacturing licenses for x86 processors in the 1980s, when second sources helped reassure customers that supply would not depend on one company. After that period, Intel largely stopped licensing its cores and instruction set because doing so risked creating direct competitors.

AMD remained the major exception, with rights that allowed it to design its own x86 processors. For readers keeping score at home, x86 is the long-running processor instruction set behind most PCs and many servers, while Arm dominates phones and has been pushing into PCs and data centers. Intel has tried related Atom licensing and partnership models before. In 2009, the company signed a memorandum of understanding with TSMC to port Atom cores to a TSMC manufacturing node so customers could use them in their chips, according to the historical account. That effort did not become a major program. Intel later pursued SoFIA, a phone-chip effort involving Atom cores and modem technology, with partners including Rockchip and Spreadtrum. Those chips reached market in 2015 but did not gain broad traction.

What is RosaicLabs building?

That part is still opaque. Reuters reported that RosaicLabs was incorporated in May, has no website or LinkedIn profile, and is seeking a $10 million seed round, citing a document it reviewed. The company is led by Amarjit Gill, a venture investor who previously invested alongside Intel chief executive Lip-Bu Tan in companies including Nuvia and Rivos. Qualcomm later acquired Nuvia, and Meta later acquired Rivos.

Without public product plans from RosaicLabs, there is no confirmed market target for the chip. Atom-class Intel cores have been used across several categories over time, including low-power devices, embedded processors, telecom-adjacent custom chips, efficiency cores in client CPUs and cloud-focused Xeon processors.

The technical possibilities depend on which core Intel is providing and how restrictive the agreement is. Intel’s more recent low-power cores include Crestmont, Skymont and Darkmont. The newer Skymont and Darkmont designs are described as wider and more capable than Crestmont, with Darkmont tuned for data-center workloads through changes such as better branch prediction, prefetching, vector performance and L2 bandwidth.

If RosaicLabs receives synthesizable RTL, it could in theory adjust aspects such as cache sizes, pipeline organization, clock targets or power-management behavior. The contract may sharply limit those changes, and Reuters did not report the license terms. Intel has obvious reasons to let a customer address markets it does not plan to chase, and equally obvious reasons not to arm a future rival. For now, the confirmed fact is narrower: Intel has made an uncommon x86 core licensing deal with a very new startup tied to a longtime associate of its CEO.
